Clearing - why and how?

Today, there are already carriers who use contact-less smart cards for checking the validity of season tickets and/or cashless fare payments. In the case of season tickets, the cards serve as information holder, specifying the period of validity (month, quarter, etc.) or the regional validity. In the case of cashless payments, the cards are used as "electronic wallets", i.e. the customer deposits a specified money amount and then the smart card is "charged" for use on coach services instead of ready cash.

Problems occur when travellers attempt to use their smart cards with a different carrier than the card issuer (of course, the alternative carrier must be equipped with the proper technology). The problem rests in the fact that one carrier has accepted money and another provides the service; therefore the clearing system must be in place to facilitate the settlement between the carriers.

Thus, these are the problems, which the clearing centre CARDS EXCHANGE resolves, enabling carriers to use smart cards issued by others, because the clearing centre provides the necessary settlements between the carriers according to the numbers of passengers with cards issued by other carriers. As a result, travellers can use their cards with any carrier participating in the clearing centre. Global lists of blacklisted cards and a global list of devices are available immediately after their reception into the system.

Clearing is:

  • an instrument determining the amounts to be settled between carriers
  • an instrument for the maintenance of a global list of blacklisted smart cards
  • an instrument for the maintenance of a global list of approved devices
  • an instrument of monitoring for the occurrence of operations (charging) not known to the system and therefore banned
  • an instrument of monitoring for the accurate processing of all data
  • an instrument of processing of data for government authorities, e.g. for grant purposes

Clearing is not:

  • an instrument for the sharing information about card registrations and card users (i.e. registration data from one entity cannot be accessed by another)
  • an instrument of insurance: the card issuer covers all transactions made with the card, despite the possible breaching of card security and an insufficient deposit from the traveller
  • an on-line processing system, i.e. data are processed in batches, conveying authorised changes only.
